One third of prisoners are infected with HCV, and less than 1% are treated because of the expense. The Health Status of Soon-to-be-Released Inmates A Report to Congress Thousands of Americans die each year from HCV and many deaths are avoidable. Yes, life is cheap in our country. My patient, Michael Paulley, was an imprisoned veteran dying from HCV cirrhosis. The medical director for the Kentucky Department of Corrections canceled my antiviral treatment. Mr. Paulley won a federal court order for treatment, which succeeded. He was persistently negative for the virus following completion of treatment. Mr. Paulley would have been released from prison July 1st, 2004. Mr. Paulley developed liver cancer in 2003 and was denied a liver transplant that could have saved his life. I am sorry to report that he died May 28, 2004. He was a courageous man who fought for the rights of other prisoners
